By carefully observing the positions, we notice that one car is in a central position and is blocking several vehicles at once: car number 4.

another from repositioning itself
yet another from leaving the area
and it indirectly blocks several other cars.
The important detail is that car 4 is also the only one with enough space behind it to reverse.

The domino effect when it reverses
When car number 4 reverses, several things happen simultaneously:
It frees up space for a car in front of it.
This car can then move forward or shift.
This then frees up another car.
Then another can move in turn.
And little by little, the entire traffic flow is unblocked.
This is what’s called a domino effect: a single movement triggers a series of movements.
If another car reversed, it would only clear a small area.
But when car 4 reverses, it reduces the entire traffic jam at once.
